Costellar B. Ledbetter (nee Brown) grew up in Nansemond County and lived in Suffolk, Virginia during the years of school desegregation. In 1958, while in school, she served as President of the NAACP Youth Council. Costellar B. Ledbetter talks about her experience with school desegregation and that of Dr. J. Rayfield Vines. The interview took place in Hampton, Virginia.
