The poll tax was used to keep many African-Americans from voting. The poll tax came to an end through the ratification of the twenty-fourth Amendment of the U.S. Constitution, the Voting Rights act of 1965, and the Supreme Court case of Harper v. Virginia State Board of Elections which ruled the poll tax as unconstitutional. The Virginia State Constitution was amended in 1970, in that the requirement to pay a poll tax was omitted.
