Seven-page letter to Victor J. Ashe and J. Hugo Madison, Attorneys at Law, from Francis N. Crenshaw, Chairman of the Norfolk School Board, and E. L. Lamberth, Superintendent of Norfolk Schools, regarding a petition filed by the attorneys requesting a plan of operation for the Norfolk Public Schools ending all segregation in school enrollment assignments. Crenshaw and Lamberth stated the School Board reviewed the application process and denied that the assignment practices were unconstitutional and maintained the School Board's practices had been approved by the United States District Court for the Eastern District of Virginia. Crenshaw and Lamberth go on to state that the School Board and Administration were removing racial barriers in public education under a flexible and adaptable plan.
